Two members of On3 don't think it is.
Both Andy Staples and Ari Wasserman of the publication did not list the Vols in their list of 'Top 10 College Football Jobs' released on Wednesday.

- A passionate (and preferably wealthy) fan/donor base.
- A history of success plus a repeatable model of recent success.
- Proximity to excellent recruits.
